Two numbers built with tens rods and unit cubes. Look at the tens rods first: which number has more tens?
51 has more tens, so 51 is more. We check the tens before the units.
Now these two share the same tens. What do we look at next?

Work through these pairs: 34 and 29, then 56 and 58, then 81 and 79, then 63 and 36. Sort each pair into More and Fewer. The last pair uses the same numbers in different places — 6 tens or 6 units?
